The way I interpret that, is that it's the user's responsibility to compare the version numbers, to find out if there actually is an update or not. If I have the Preferences tab open when I click Apply, I get an empty file. Otherwise, you don't actually get any gcode. In my experience, when you use the Path to Gcode extension, you have to have the Path to Gcode tab open when you click the Apply button.

I've learned a little bit about using them, by using trial and error, the rudimentary tutorial which you can find on the Drobchenko forum (if you're diligent) and a simulator, since I have no actual cutter hardware. I suspect they will have to be dropped from Inkscape in the future (perhaps near future), unless someone else "adopts" them for development.
